The parties of the Republika Srpska rejected the idea of Dayton 2 insisting on respecting the Dayton Peace Agreement and Constitution of BiH deriving from it. Ms. Dusanka Majkic, the representative of the SNSD in the House of Representatives, stated as follows: “We are aware that Mr. Haris Silajdzic started following such policy, the SDA continued following it and Lagumdzija is strengthening it. The Council of Ministers of BiH adopted the Action Plan to enforce the judgment Sejdic and Finci04.03.2010.

The Council of Ministers of BiH, at its 11th topical session, considered and adopted the Action Plan to enforce the judgment in the Sejdic and Finci case, and formed a working group composed of three ministers (Ministers of Justice, Civil Affairs and Defence), seven representatives of the parties and three representatives of the Caucuses in the House of Peoples of the Parliamentary Assembly. The Council of Ministers instructed the Working Group to propose amendments to the Constitution of BiH no later than 29 March and amendments to the Election Law no later then 15 April.

The Central Election Commission adopted a Proposal for the Action Plan to amend the Constitution of BiH18.02.2010.

The Central Election Commission of Bosnia and Herzegovina, at its 6th session, and acting upon a Conclusion of the House of Representative of the Parliamentary Assembly of Bosnia and Herzegovina, adopted a Proposal for the Action Plan to amend the Constitution of BiH and Election Law with the aim of enforcing the judgment of the European Court of Human Rights. The Plan provides for the actions to be taken and time limits in order for that task to be accomplished and election rules to be known by the date of calling the elections, i.e. by the beginning of May of this year.

The Parliamentary Assembly of the Council of Europe adopted  Resolution 1701  based on a Report of the Special Rapporteurs of the Council of Europe for BiH. In this Resolution on the Functioning of Democratic Institutions in Bosnia and Herzegovina, all domestic political stakeholders of BiH are urged to fully engage in a meaningful and constructive dialogue on concrete proposals for amendments to the Constitution, in line with the recommendations of the Venice Commission. The Assembly also proposed a wide discussion, with the participation of key domestic and international stakeholders, about the challenges Bosnia and Herzegovina currently has to face before the parliamentary elections in October 2010 (REC 1894 [2010]).
